DISTRICT 21A CABINET MEETING
PRESCOTT RESORT
PRESCOTT, ARIZONA
NOVEMBER 6, 2011

The meeting was called to order by DG Debbie Vine at 9:04 a.m. 1st VDG Gary White led the Pledge of Allegiance, Song was led by PCC Ron Brown and Chaplain Lion Linda Finley gave the invocation.

DG Debbie then introduced and welcomed all the dignitaries in attendance.

CST Joan Williamson proceeded with the roll call of Cabinet members and clubs. There was a quorum. There were fifteen clubs represented with a total of 45 Lions in attendance
CST Joan reported that the minutes of the August Cabinet Meeting were published in the Canyon State Lion and are on the District 21A website, e-mailed to LCI and all Cabinet members and clubs prior to this meeting. There being no corrections to the minutes, they will be accepted as published. She then gave the financial report which had been e-mailed to the cabinet. This will be filed for review.

DG Debbie then asked 1st VDG Gary to introduce his Zone Chairs in attendance who reported on their respective clubs. Then 2nd VDG Robin Daviet began to introduce her Zone Chairs when our visiting guests PID Ted Fusco and Lioness Rita entered the meeting. All in attendance rose and greeted them with a hearty welcome. PID Ted gave us a few words of wisdom and Lioness Rita said thank you to all for a wonderful weekend and asked us to stop in to see them at their home in Pennsylvania. After they left the room 2nd VDG Robin continued to introduce her Zone Chairs in attendance who reported on their respective clubs. All reports are on file.
DG Debbie then called on committee chairs for their reports which are on file.

PCC Ralph Williamson reminded everyone about our District 21A Convention at the Grace Inn in Ahwatukee February 24-25, 2012. He encouraged participants to get in the spirit for this exciting week end and council meeting. He promises a good time will be had by all.

PDG Rand Terwilleger gave the Nomination report for Lion Tom Price who couldn’t make it this week end. A letter was submitted by the Bullhead City Lions Club to nominate and endorse Lion Bob Jones as a candidate for the office of 2nd VDG for the 2012-2013 Lion Year; a letter from the Laveen Lions Club to nominate and endorse Lion Robin Daviet as a candidate for election to the office of 1st VDG in District 21A for the 2012-2013 Lion Year; a letter from the Buckeye Lions Club to nominate and endorse Lion Gary White as a candidate for the office of District Governor in District 21A for the 2012-2013 Lion Year. Voting will be held in February, 2012.

At this time Lion Linda Finley stood an announced that the Peoria Sunset Lions Club proudly endorsed DG Debbie Vine as a candidate for the high office of Past District Governor of

District 21A for the Lionistic Year 2011-2012.

The first Cabinet Kick Off Meeting was called to order by PDG Ann Roberts at 9:00 a.m. who then introduced DG Debbie Vine and wished her a Happy Birthday from all.  1st VDG Gary White led the Pledge of Allegiance.  District 21A Chaplain Lion Linda Finley gave the invocation.  PCC Ron Brown led the attendees in song.  At this time IPDG Art Downs presented the District Traveling DG Banner to DG Debbie.

DG Debbie welcomed everyone, introduced guests, dignitaries and established protocol.  She then introduced her Cabinet and Committee Chairpersons and had the club Presidents and Secretaries stand and be welcomed. 

Lyn Truitt Mayor of Surprise was introduced as our guest who welcomed the Lions and gave us an insight of what is happening in the West Valley.

PID Dick Sawyer was then introduced and installed the Officers and Cabinet members. 

CST Joan Williamson proceeded with the roll call of Cabinet members and clubs.  There were five Zone Chairs in addition to the District Governor, 1st VDG, 2nd VDG, IPDG and CST present, thus establishing a quorum.  There were twenty-three clubs with a total of 90 Lions present.

Minutes of the May Cabinet Meeting were published in the Canyon State Lion, on District 21A website, the LCI website and e-mailed to each Cabinet member prior to the meeting.  There being no corrections to the minutes, they were accepted as published. The budget was then presented, a motion to accept was made by IPDG Art Downs, second by Lion Amber Boyd President of the Buckeye Sundance Lions, motion carried.  The Treasurers report was e-mailed to the Cabinet, there being no questions it was set aside for financial review.

CST Joan explained that a quick decision had to be made to purchase a new printer for $48.09, motion by IPDG Art Downs, second by 2nd VDG Robin Daviet, motion carried.  It was then explained that the district has a Canon Copier and a two drawer wood file cabinet that we needed to dispense with, the recommendation was to donate it to a school that can use them. 

DG Debbie then asked all the First Timers to please stand, there were 17 in attendance they were welcomed and asked to continue attending our meetings.  She then explained her goals for the year which of course first and foremost is Membership, Retention and new clubs.  She is asking the clubs to look for a special community project, also to follow the International Presidents environmental project which she pledged our district to plant 50 trees but would like to double this if possible.  DG Debbie then explained that she has brought the DG Contest back and clubs, please enter, there will be a prize at the end of the year.  She then introduced her “I am a D. Vine Lion” program. This program is due to three people who are no longer on this earth that inspired her to be what and where she is today; Lion Mary Bradshaw, PCC Dave Lambert and her younger brother Dan.  She has a special pin that will go to Lions who are deemed a devine Lion by their peers and she will present them to them when she makes her official visit to your club.

IPDG Art Downs presented three Secretary awards to those that did 100% of everything that was asked of them during 2010-2011.

PDG Ann Roberts District 21A GLT Coordinator introduced MD 21 GLT Coordinator IPCC Ralph Williamson who spoke about What to Expect from the GLT and then announced the dates for Officers Training next year; Apr. 14 Phoenix, Apr. 21 Flagstaff and Apr. 28 Tucson.

IPDG Art Downs District 21 A GMT Coordinator then spoke on what the district team will be doing then introduced MD 21 GMT Coordinator PCC John Hart who presented a power point and spoke about the Club Excellence Program.

DG Debbie then asked for any club representative to come forward and present their “Pitch” and “Brag” about their club, almost all the clubs had something to brag about.

Prior to breaking for lunch we had some prize drawings and some 50/50 drawings. 

Following a great box lunch PCC Bob Lee introduced our guest speaker, Bill Johnson, Executive VP of the National Speakers Association. Mr. Johnson spoke to us about “Disasters I have Known and Loved” which was extremely humorous and motivating.

PDG Ann Roberts then spoke on “Giving Your Club a Face Lift”.

PCC Alan Lundgren was then introduced as the Financial Advisor for the “Preston Pride Team” to elect PID Joe Preston to 2nd VP of LCI at the Busan 2012 Convention.  He explained the program and the amount of money that it will take to get PID Joe elected each year from 2011 to 2015.  PID John Walker was then introduced to present and introduce PID Joe.  PID Joe spoke briefly thanking everyone for their support and explaining how important it is for everyone to come forward to help on the different committees that are being formed. 

PCC Phil Castrovinci, MD Mid Year Leadership Conference Chairperson then gave a brief talk on what will take place in Prescott on November 4, 5, 6, 2011 and please register as soon as possible.

Lion George Hill, Executive Director of the Lions Foundation of Arizona spoke and told us about the move into Building “D” on Roosevelt Ave.

Lion Linda Finley presented information on the District Convention, February 24-25, 2012 at the Grace Inn in Ahwatukee.

Lion Jack Schabow stated the financial review for District 21A has not been completed as yet but will be doing soon. 

Lion Barbara Shine presented information regarding Flags for First Graders.  She is asking clubs to get their orders for flags to her as soon as possible.

Lion Miles Sagan reported he is working on setting a date for White Cane.

PCC Ron Brown spoke about Camp Tatiyee and the upcoming baseball game for all to attend.

PDG Ann Roberts stated there is an evaluation sheet in your packet, please fill them out and leave them in the basket on your way out. Also, please leave your badge holders, there is a box at the door as we are recycling them.

The Tail Twister, Lion Rachelle Barrett with all her humor collected $157.00 to add to the District’s income as well as collecting $397.00 towards PID Joe’s campaign fund.

DG Debbie adjourned her “Birthday Party” Kick Off with everyone singing Happy Birthday to her and serving Birthday cake to all at 2:55 p.m.

The meeting was called to order by DG Art Downs at 10:45 a.m. Chaplain Lion Linda Finley gave the invocation. DGE Debbie Vine led the Pledge of Allegiance.

CS Joetta Downs proceeded with the roll call of Cabinet members and clubs. There were five Zone Chairs in addition to the District Governor, 1st VDG, 2nd VDG, IPDG, Cabinet Secretary, Cabinet Treasurer present, thus establishing a quorum. In addition to the Cabinet, there were four Advisors and numerous chairpersons in attendance. There were twenty-three clubs represented by eight presidents and eight secretaries.

Minutes of the February Cabinet Meeting were published in the Canyon State Lion, on District 21A website, the LCI website and given to Cabinet members prior to the meeting. There being no corrections to the minutes, they will be accepted as published.

Cabinet Treasurer Hal Edelman gave his report, which was distributed to Cabinet members prior to the meeting. Zone Chairs in attendance reported on their respective clubs. All reports are on file.

Lion Barbara Shine reported that more clubs participated in the Flags for 1st Graders program this year. There were 6,402 flags distributed to first graders in District 21A during this Lionistic year.

There were 5 clubs, 14 schools and 256 students participating in the Peace Poster Contest for 2010-2011. Gabriel Ramos, from District 21A, won at the club level, District and Multiple District levels. His poster went on to compete at the International level.

Lion Jack Schabow, Financial Review Chair, reported that he informed all clubs in 21A of the requirements for filing IRS form 990N, 990EZ and 990. He urges each club to file their tax returns as quickly as possible after the end of their year to avoid problems with the Internal Revenue Service.

IPDG Ann Roberts reminded everyone that the District 21A Kick-Off meeting will be held August 27, 2011, 8:30 a.m.-3:00 p.m. at All Saints of the Desert Episcopal Church, 9502 W. Hutton Drive in Sun City. All attendees must be registered. The cost is $20.00 per person, $10.00 for first timers. DGE Debbie Vine noted that USA/Canada Forum will be held in Anchorage, Alaska September 22-24, 2011. Contact her for details.

The meeting was called to order by DG Art Downs at 8:50 a.m. Chaplain Lion Linda Finley gave the invocation. Lion Robin Daviet led the Pledge of Allegiance. PCC Ron Brown led the song and ID Carl Young led the singing of Canada's national anthem.

CS Joetta Downs proceeded with the roll call of Cabinet members and clubs. Cabinet Treasurer Hal Edelman gave his report, which was distributed to Cabinet members prior to the meeting.

Nominations and Election Chairman, Lion Tom Price, introduced candidates for the offices of 1st and 2nd Vice District Governor, and District Governor for 2011-2012. Lion Robin Daviet was nominated for the office of 2nd Vice District Governor by Cabinet Treasurer Hal Edelman. Her nomination was seconded by Lion Les Daviet III. Lion Gary White was nominated for the office of 1st Vice District Governor by Lion Rick Duncan. His nomination was seconded by Lion Brent Huddleston. Lion Debbie Vine was nominated for the office of District Governor by Lion Rachelle Barrett. Her nomination was seconded by Chaplain Lion Linda Finley.

In addition to voting for the above offices, convention delegates voted on two changes to District 21-A Bylaws. Change Article VI - District Administrative Revenues and Expenses, Section 1, to read as follows:

“To provide revenues to defray the administrative expenses to the District, an annual per capita dues of $5.00 in FY 2010-11, $6.00 in FY 2011-12, $7.00 in FY 2012-13, and $8.00 in FY 2013-14 and thereafter until amended is to be levied upon each member of the District except Life Members. $2.00 of these dues is expressly designated to provide help to defray expenses incurred by the District 21-A Vice District Governors, Region and Zone Chairpersons and Committee chairpersons in the performance of their duties upon presentation of appropriate documentation and shall not be used for any other purpose. These dues shall be processed and collected at the same time as dues are collected for the Multiple District using the same time and procedures.” The purpose of the amendment is to permit District 21-A to meet the increasing expenses of goods and services needed to operate the District.

Delegates also voted on whether or not to add a new Article to the District 21-A Bylaws as follows:

ARTICLE X - District 21-A Privacy Policy

“A District 21-A Privacy Policy, based upon the most recent language prepared by Lions Clubs International and recommended for Multiple Districts and Sub-Districts and upon the Multiple District Privacy Policy will be prepared, implemented, and maintained for the purpose of safeguarding the personal information of the Lions in District 21-A and Multiple District 21. A copy of the District 21-A Privacy Policy will be attached to the District 21-A Constitution and Bylaws as an Exhibit.” The purpose of the amendment is compliance with Multiple District 21 Bylaws and compliance with Lions Clubs International Policy.

The Cabinet meeting was recessed at 10:00 a.m. to allow delegates time vote.

The Cabinet meeting resumed at 12:00 p.m. with the presentation of awards and voting results. An International President's Commendation was awarded to PDG Rand Terwilleger and Lion Bruce Elsasser.

Nominations and Election Chairman, Lion Tom Price, announced the voting results. 1st VDG Debbie Vine, 2nd VDG Gary White and Lion Robin Daviet were elected as District Governor, 1st Vice District Governor and 2nd Vice District Governor respectively, for 2011-2012. Each of them gave acceptance speeches. Both Bylaws amendments were approved.

DG Art Downs announced the names of those who have completed Certified Guiding Lion training for District 21-A before adjourning the Cabinet meeting at 2:15 p.m.

Cabinet Treasurer Hal Edelman gave his report, which was distributed to Cabinet members prior to the meeting.

In discussing possible changes to the Constitution and Bylaws, DG Art Downs asked for a motion from Cabinet members to adopt and include the Privacy Policy as stated in the Multiple District and Lions Clubs International Bylaws. A motion was made, and seconded, to do so.

DG Art Downs mentioned changing the invoicing date for District dues to coincide with those of Lions Clubs International. A motion was made and moved to do so. The first half District dues will be based on membership as of June 30 and invoiced in July. Second half dues will be based on membership as of December 31 and invoiced in January.

The Cabinet moved and seconded a motion to increase District dues by $1.00 each year for the next three years. Effective July 1, 2011, dues will increase to $6.00 a year; effective July 1, 2012, dues will increase to $7.00 a year; effective July 1, 2013, dues will increase to $8.00 a year.

1st VDG Debbie Vine provided a MERLO team update. She reported the resignation of PCC Ron Brown due to other commitments. Lion Pat Tejada is his replacement. The Extension team has branched two new clubs, South Phoenix Business and Glendale Arrowhead. Lion Mary Michaelis is working on the Campus Club at Midwestern University. PID Dave Roberts' work with District 21C and continues ongoing efforts in District 21A. Lion Debbie mentioned that retention continues to be a problem that we all need to address. Leadership and Orientation team members continue their efforts.

Zone Chairs in attendance reported on their respective clubs. All reports are on file.

Lion Linda Finley reminded everyone about our District 21A Convention at the AVI Casino and Resort, Laughlin, Nevada, February 18-19, 2011. She encouraged participants to get in the spirit for Saturday night's “Art's 50s Diner and Jukebox Sock Hop”. Find that “vintage clothing” in your closet: saddle oxfords, penny loafers, letterman jackets, leather jackets, Brille Crème, Aqua Net and crew cut wax. Lion Linda promises a good time will be had by all.

PDG Les Daviet announced the Melvin Jones Memorial Rededication to be held January 15, 2011. A luncheon will be held, 11:00 a.m., at Eastern Arizona College in Thatcher, AZ for $20 per person. In PDG Les' words, “we're trying to make the Melvin Jones Memorial an international destination”.

The first Cabinet Meeting was held in conjunction with the District's “Kick Off meeting”. The meeting was called to order by PCC Joan Williamson at 9:00 a.m. 2nd VDG Gary White led the Pledge of Allegiance. PCC Ron Brown led the attendees in singing “God Bless America” and District 21A Chaplain Lion Linda Finley gave the invocation.
PCC Joan Williamson welcomed everyone, introduced guests, dignitaries and established protocol. ID Dick Sawyer installed the Cabinet members. CC Ralph Williamson was called upon to present a Melvin Jones Fellowship to DG Art Downs.
DG Art Downs introduced his Cabinet and Committee Chairpersons. He stressed that all of them are willing to help club members in the various aspects of their responsibilities. Information will be sent to clubs letting them know each Chairperson's area of responsibility.
Zone Chairs are the first line of communication for clubs. Club presidents/secretaries were especially encouraged to call IPDG Ann Roberts, Public Relations and Lions Information Chairperson, if clubs need publicity regarding their service projects. Club treasurers were encouraged to call Cabinet Treasurer, Hal Edelman, if they have any challenges, specifically with Tax Form 990. The 1st and 2nd VDGs will be helping DG Art with club visitations. He has only had responses for his official visit from half of the clubs. Those clubs will be given priority.

Cabinet Treasurer Hal Edelman gave his report which was distributed to Cabinet members prior to the meeting. DG Art Downs further explained that the total anticipated income in the budget is $11,255; expenses $11,255, reflecting a balanced budget. Expenses cover the normal items indicated in Article 6, Section 5 of District 21A's By Laws. DG Art asked for a motion to approve a carryover of $2,000 from last year to purchase power point equipment for the District to be used in the northern part of the District and in the Phoenix metro area. Funds are available in the 2010-11 budget. The others are pass through items which consist of the MD 21 dues which we collect and pass through. The total amount is $12,922, which is anticipated and the payout is $12,922. ZC Barbara Shine moved that the budget be approved, ZC Tom Price made the second and the motion passed unanimously.
ZC Tom Price read an endorsement from the Laveen Lions club to nominate Lion Robin Daviet as a candidate for 2nd VDG, District 21A, 2011-12. Voting will be held in February, 2011.
IPDG Ann Roberts discussed the Luggage for Lions Program. Posters will soon be available to download. A new “closet” has been added where battered women from a shelter can pick up luggage. As Public Relations Chairperson, she asked for information that will let the public know of the many projects and services to which we contribute.
PCC Joan Williamson presented information about the Mid-Year Conference, November 5-7, 2010 at the Prescott Resort in Prescott, Arizona.
Lion Linda Finley presented information on the District Convention, February 18-19, 2011 at the Avi in Laughlin, Nevada.
1st VDG Debbie Vine presented IPDG Ann Roberts with her Governor's appreciation gift of a Past District Governor ring. As the MERL Coordinator, 1st VDG Debbie Vine provided information about the MERL team and introduced them. Additionally, she presented information on the USA/Canada Lions Leadership Forum. It will be held in Milwaukee, WI, September 23-25, 2010.
ZC Barbara Shine presented information regarding Flags for First Graders. She is asking clubs to get their orders for flags to her as soon as possible.
Lion Jack Schabow does the financial review for District 21A. Among other information, he reported that the IRS recently announced that they are going to discontinue nonprofit status for any club that is not in compliance. This is very important.
CC Ralph Williamson began his presentation on Service Dogs by having the audience participate in an exercise that simulated an experience of a blind person.
ZC Pat Tejada spoke about Lions Quest. She encouraged clubs to keep her informed of school groups that might be interested in the program.
Lion George Hill provided updated information about Lions Foundation of Arizona and Camp Tatiyee Land Campaign. This Campaign is now called Save Our Camp or SOC.
Lion Mike Shine presented an update on the Lions Sight and Hearing Foundation.
ID Dick Sawyer offered to answer any questions regarding LCI and provided additional information on IP Sid Scruggs' theme, Beacon of Hope.
PID Dave Roberts introduced the Extension team and extended an invitation to anyone who wanted to be a part of the Extension Committee. The Extension team is in the middle of starting five new clubs and they need more help. They also need help getting a new club started in Yuma.
CC Ralph Williamson accepted a certificate on behalf of the Lions Clubs in Multiple District 21, presented by Lion Jack Schabow, from the Arizona Disability Advocacy Coalition. It is in recognition of a community member, organization or public policy maker that has struck new grounds to remove barriers for Arizonans with disabilities.
Lion Jeannette Russell gave a brief presentation on the Arizona Lions Vision Center. They are opening their new facility in Tucson on September 8. The grand opening will be October 6. More information will be in the Canyon State Lion.
DG Art Downs introduced Kali Knaack and Jamie Heckerman for a Special Olympics presentation.
The VDGs introduced club presidents. Presidents gave reports on their clubs. All reports are on file.
In his closing remarks, DG Art Downs acknowledged membership challenges. There will be a series of workshops for clubs throughout the year that want to increase their membership. The first one will be October 30 at Leisure World. Space is limited, therefore, attendance will be on a first come first served basis. Clubs will have to have at least three people in attendance: club president, a vice president and the membership chair if the club has one. A total of five people can attend if the club president, vice president and membership chair attend.
Another method of increasing membership is expanding a Signature Project. This means taking a current service project and increasing what the club does with it, get more people involved in it.
DG Art Downs ended his remarks by telling attendees, based on information he received from 60% of the clubs, we have a commitment to have a 90 plus membership gain by the end of this Lionistic year. This is not a stretch goal, nor does it include projections he did not receive from 40% of the clubs. As he makes club visits, he will be asking clubs for at least a net gain of one. The big emphasis is going to be on retention. Clubs that have made a commitment and meet the stretch goal will get a reward.
The Tail Twister, Lion Steve Tatrai, collected $104.01 to add to the District's income.

The meeting was called to order by DG Ann Roberts at 8:45 a.m. District 21A Chaplain Lion Linda Finley gave the invocation. The colors were posted by Boy Scout Troop 205 of the Black Canyon Council. The Pledge of Allegiance was led by IPDG Rand Terwilleger following a presentation of Red Skelton's skit about the Pledge of Allegiance. PCC Ron Brown led us in singing America the Beautiful. The Parade of Banners followed the song with 7 clubs represented.

DG Ann Roberts made introductions and welcomed all to the meeting.

DG Jim Brotherton of District 21B updated those in attendance about things happening in his District. DG Phil Phillips followed with a report about his District, 21C.

2ndVDG/CST Debbie Vine proceeded with the roll call of Cabinet members and clubs. There were nine (9) Zone Chairs in addition to the District Governor, 1st VDG, 2nd VDG/CST and IPDG present, thus establishing a quorum. In addition to the Cabinet, there were four (4) Advisors and several committee chairpersons in attendance. There were twenty-six (26) clubs represented by eighteen (18) presidents and eighteen (18) secretaries.

Minutes of the November 8, 2009 Cabinet meeting were published in the Canyon State Lion. A copy was also given to each Cabinet member prior to the meeting. There being no corrections to the minutes, they were accepted as submitted.

The treasurer's report was distributed to Cabinet members prior to the meeting. The treasurer's report was approved to be filed after proper review.

At this time DG Ann closed the Cabinet Meeting and reconvened the General Session. 2ndVDG/CST Debbie Vine presented a mini-seminar on Closing Your Year.

PCC Joan Williamson, Elections Chairman introduced the candidates. Each candidate was nominated and seconded by Lions of their choosing. Second VDG candidate Gary White was nominated by Lion Amber Boyd and seconded by Lion Dick Napolitano. First VDG candidate Debbie Vine was nominated by Lion Rachelle Barrett and seconded by Lion Linda Finley. District Governor Candidate Art Downs was nominated by IPDG Rand Terwilleger and seconded by PDG Ralph Williamson.

PCC Joan announced that Elections would be held at 11:00am and the results would be announced at 4:00pm.

Tail Twister Rachelle Barrett collected $177.05 for the District coffers.

DG Ann closed the General Session at 10:55am.

DG Ann reconvened the General Session at 2:45pm.

PCC Ron Brown reported on the need for uniform shirt for those attending the International Convention in Sydney, Australia.

First VDG Art Downs gave a presentation on rewarding your club members. He outlined several awards that are available to Club Presidents.

DG Ann presented several of her “Bragging Rights” pins to deserving Lions around the District.

PCC Joan Williamson announced the results of the election. All candidates were duly elected and celebration ensued. Each candidate gave a short acceptance speech.

The second Cabinet Meeting was held in conjunction with the Multiple District 21 Mid Year Conference and Leadership Forum. The meeting was called to order by DG Ann Roberts at 9:15 a.m. District 21A Chaplain Lion Linda Finley gave the invocation. The Pledge of Allegiance was led by 1st VDG Art Downs.

DG Ann Roberts made introductions and welcomed all to the meeting.

CST/2ndVDG Debbie Vine proceeded with the roll call of Cabinet members and clubs. There were six (6) Zone Chairs in addition to the District Governor, 1st VDG, 2nd VDG/CST and IPDG present, thus establishing a quorum. In addition to the Cabinet, there were three (3) Advisors and several committee chairpersons in attendance. There were seventeen (17) clubs represented by seven (7) presidents and two (2) secretaries.

At this time ID Doug Lozier entered the meeting and was introduced. He spoke with the attendees and thanked all the Lions for their hospitality over the weekend.

IPDG Rand presented Club President's Excellence awards to 2008-09 presidents PCC Bob Lee, Deer Valley Lions Club, Kathryn Lashway, Lake Havasu City London Bridge Lions Club, Marianne Ebert, Sun City Host Lions Club, Madelyn Boyle, Surprise Grand Lions Club, Carol Poppe, Surprise Sun Village Lions Club, Robin Daviet, Laveen Lions Club, Linda Finley, Peoria Sunset Lions Club and Henry Kuspert, Phoenix Metro Lions Club.

First VDG Art Downs, as MERL Team Coordinator for District 21A gave an update on the MERL Team. He spoke about DG Ann's plan to have each MERL team member be assigned to 2 zones each. They have an oversight responsibility to each of their zones. It is hoped that this will make the MERL Team more accessible to the clubs and this will in turn help the clubs in areas they need help more quickly.


Sun City Pioneer Lions Club members Bill Kerr and Ed Banfield presented the W.R. “Dick” Bryan Leadership Award to Phoenix Metro Lions Club member Pat DeHaan for his work with his club's Christmas Project. He organizes this event each year and thousands of children in the poorest school districts in the Phoenix area benefit from this effort.

Lion Robin Daviet reported on the new speech contest instituted by DG Ann. She had handouts and information on how clubs can participate in the annual event. The contest is targeting Juniors in high school. The theme this year is “Water...Will Arizona be left high and dry?” There are prizes at all levels with the District winner accumulating $2,200 in scholarship funds. The District winner will be announced at the March 20, 2010 Convention.

Zone reports were given by Lions Gary White (Zone 1), Terry Lynch (Zone 4), Karen Steffek (Zone 5), Rachelle Barrett (Zone 7), Hal Ries (Zone 8) and Lori Houck (Zone 10). They each reported on upcoming meetings and events for their respective clubs.

DG Ann invited all to the upcoming District 21A Convention, March 20, 2010 in Phoenix. There will be a Murder Mystery Dinner on Saturday evening.

PCC Joan Williamson reported that the 21A LCIF Coordinators are IPDG Rand Terwilleger and PDG Hallis Anderson. She also gave information about the upcoming International Convention in Sydney, Australia.

IPDG Rand made a plea to all to find good quality new members and to pay special attention to retaining those members by utilizing the Proud Lion/Proud Sponsor Program.

Tail Twister Dick Sarter raised $57.25 to add to the District's income.

The third Cabinet Meeting was held at the District 21A Convention. The meeting was called to order by DG Rand Terwilleger at 9:00 a.m. The Pledge of Allegiance and patriotic song were replaced by a special audio dedicated to the creation and history of our national anthem, “The Star Spangled Banner”. Lion Linda Finley gave the invocation.

DG Rand Terwilleger made welcoming comments and acknowledgements, introducing dignitaries and established protocol. CST Tom Price then proceeded with roll call of Cabinet members and clubs. There were seven Zone Chairs in addition to the District Governor, Vice District Governor and Cabinet Secretary/Treasurer, thus establishing a quorum. In addition to the Cabinet and there were four advisors and thirty-two committee chairpersons present. Twenty-six clubs were represented by fourteen club presidents and thirteen club secretaries.

Minutes of the November 16, 2008 Cabinet meeting were published in the Canyon State Lion. A copy was also given to each Cabinet member prior to the meeting. There being no corrections to the minutes, they were accepted as submitted.

The treasurer’s report was distributed to Cabinet members prior to the meeting and presented by CST Tom Price. The treasurer’s report was approved to be filed after proper review.

A motion was made and seconded to ratify the purchase of a laptop computer for the District for the sum of $448.56, payable from the Market Rate Savings account. Said motion passed unanimously.

VDG Ann Roberts called upon Zone Chairpersons for their reports.

Zone Chairpersons reported on the past accomplishments of the Clubs and made announcements of their special upcoming activities, inviting the other Clubs to attend and participate.

VDG Ann Roberts called upon Committee Chairpersons for their reports.

Lion Barbara Shine reported on Flags for First Graders. As of this date, eighteen clubs have participated in the program, a total of 6,857 flags ordered. The cost to the District is $.27 per flag, representing a profit of $.08 per flag. Thus far the District is showing a profit of $548.56. She reported we have more clubs participating this year than we have had in the past five years. Her goal is to continually increase this number until all of our clubs are helping first graders learn patriotism.

Lion Pat Tejada reported on Lions Quest.

Lion Joe Stevens again encouraged the Clubs to get involved with Youth Exchange, emphasizing that “NOW IS THE TIME”. Lion Joe invited fellow clubs to send a 17 to 20 year old on a Youth Exchange journey through Lions Clubs International. The Wickenburg Lions Club has and continues each year to sponsor students. He challenged other clubs to do the same.

Lion Phyllis Hall reported on the seven Lion Clubs that constitute the Sun Cities Foundation success in collecting for White Cane. She also reported on the other clubs she was aware of in their progress for collecting for White Cane. She indicated she would be contacting the other clubs in the District to find out their methods and success in collecting.

Zone Chair Mary Michaelis reported on Women’s Development and Participation in regards to the women’s increased proportion of membership in our District’s clubs.

Lion District 21A Tailtwister Bruce Weekley with the assistance of the “fine” voice of Lion Hal Edleman from the Laveen club collected from attendees a total of $174.05.

PID John Walker introduced ID Larry Johnson. ID Larry Johnson made welcoming comments.

IPCC Joan Williamson announced that there were six ballot issues:

Elections for the following positions for Multi-District 21A Lionistic Year 2009-10:

District Governor: Anna “Ann” Ruth Roberts—She has been fully endorsed by her club, Wickenburg, and has met all of the qualifications. She was nominated by PID Dave Roberts (her chauffeur and spouse); said nomination was seconded by Lion Joe Stevens.
She accepted the nomination.

First Vice District Governor: Arthur “Art” Downs—He has been fully endorsed by his club, Laveen, and has met all of the qualifications. He was nominated by PDG Ralph Williamson; said nomination was seconded by PCC Dave Lambert. He accepted the nomination.

Second Vice District Governor: Deborah “Debbie” Vines—She has been fully endorsed by her club, Peoria Sunset, and has met all of the qualifications. She was nominated by Past District Tail Twister Rachelle Barrett; said nomination was seconded by Past Cabinet Secretary Treasurer Linda Finley. She accepted the nomination.

The fourth and fifth ballot were explained by PDG Les Daviet II as the amendments to the District 21-A Constitution and Bylaws to incorporate the changes to the Lions Clubs International Constitution and Bylaws passed at the June 2008 International Convention.

The sixth ballot contains the final issue of the preference of the shirt color and style of the official uniform of the Multi-District 21.

 

The meeting was adjourned at 11:00 am to allow delegates to vote.

DG Rand Terwilleger reconvened the meeting at 4:00 pm. PCC Joan Williamson announced the results of the election. VDG Ann Roberts was declared District Governor Elect, Art Downs was declared First Vice District Governor Elect, and Debbie Vines was declared Second Vice District Governor Elect. DGE Ann thanked the Lions for their support and accepted the office. First VDGE Art thanked the Lions for their support and accepted the office. Second VDGE Debbie thanked the Lions for their support and accepted the office.

The benediction was given by Lion Linda Finley.

DG Rand Terwilleger spoke briefly. There being no further business, DG Rand adjourned the meeting at 5:00 pm..
